Barokowy, pielgrzymkowy kościół na Warmii, powstały w latach 1715 - 1720 staraniem biskupa Tadeusza Potockiego, otoczony krużgankami i kaplicami w kształcie baszt. Powstał on w miejscu, gdzie w XV w. dzieci znalazły w rzece (Drwęca Warmińska) kamienną postać Matki Boskiej. Pierwsza kaplica powstała tu w 1593 r., dzięki fundacji burmistrza Braniewa - Barcza. Autorem zrealizowanego dziś projektu był nieznany architekt warszawski. Fasadę przebudowywano jeszcze w połowie XVIII w. w duchu rokoka.
