Świat ogarnęła panika – zwielokrotniona przez broniącą dostępu do rzetelnych informacji cenzurę ZSRR. "Czarnobylska hekatomba", "Hiroszima, Nagasaki, Czarnobyl", "Śmierć z Czarnobyla" – krzyczały tytuły prasowe na Zachodzie. "W Czarnobylu zwłoki tysięcy ludzi grzebane są w rowach" – donosiły poważne dzienniki i tygodniki. Atmosfera strachu, która zaczęła wtedy narastać, do dziś paraliżuje opinię publiczną.
